[Gimp-user] Email for Dark Refraction?

I have never tried to build GIMP.  No doubt it is simple and easy, but...

I certainly have little enough confidence in my knowledge of 
Windows to try to build GIMP for Windows in WINE on my Linux system...

I just wanted a ready-to-go latest 2.9 unstable executable for Windows that I could run under WINE,
and Dark Refractions is the only place I have been able to find it so far...
