Used to have the healing option under filter/enchance/heal.. where by I can fill the white space in a photo 
(after cropped to a square size,like attached) with the color similar to the top  or bottom rows.

Not sure if the heal tool will be able to do it.. tried, but not sure how to use this tool.. Please help.

If you mean the Heal brush, it is there in your version. Right next to the clone brush.
