Hi,
It is likely that you are downloading the torrent-version of the 
installer. In order to download the setup file directly, follow this 
link (provided you are using Windows): 
download.gimp.org/pub/gimp/v2.8/windows/gimp-2.8.14-setup-1.exe
<http://download.gimp.org/pub/gimp/v2.8/windows/gimp-2.8.14-setup-1.exe>

You can also download this file from the gimp website 
(http://www.gimp.org/downloads/), the link is marked "this link" a in 
smaller text written under the "Download GIMP 2.8.14"-headline.
