Common sense suggests that 2.8.10 and 2.8.14 are from the same series
of releases, while 2.9.1 (even if there is still no 2.9.0) is from a
different series of releases. So no, the answer is: 2.8.14 is stable.

The rule is:

2.even.x (like 2.8.8 or 2.8.10) is stable

2.odd.x (like 2.9.4 or 2.9.6) is unstable.

Also, 2.x.odd (like 2.8.15 or 2.9.3) is never released. It's the
version of what's currently being developed.
