[Gimp-user] Export and save options grayed out in xcf file

I have a photo that I have been restoring.  I save it in xcf as version a, b, c,
and rotate the versions as I progress through the restoration.

Version b is the most complete.

I would like to export to .tif, but that optioin (and the Save option as well)
is grayed out.

There is a verison b.tif, but it is not as complete as the current b.xcf file.

What have I done wrong?
