I haven't been able to find a solution yet and was hoping someone here
could shed some light.

Just cp'ed a jpg to jpeg extention and opened with gimp-2.8.10 on
openSUSE
Tumbleweed, which equates to 13.1+, w/o a problem ???


xubuntu 12.04LTS

Yeah, 
I posted over on gimpchat as well and other people don't seem to have
this problem either, but as I'm not the only one, I was hoping I could
get some help troubleshooting it. Not sure where to start.
