[Gimp-user] gimp unusable?

all i wanted to do is put black behind a pasted photo, put some text under
it.

Gimp made this seemingly impossible, and left dashed boxes everywhere I
couldn't remove or work with to accomplish any filling etc. it's a
nightmare, whats the deal?
