Billn, that's right. I was wrong, sorry for that.

E.g. if you need to install it for the American English language just 
type in a terminal, assuming you have add my PPA to your system before, 
sudo apt-get install gimp-help-en.

If you prefer British English just type sudo apt-get install 
gimp-help-en-gb.

IMHO all the things are on their way

PS: You could use e.g, Synaptic as well. This could be easier for you.
