No, and it doesn't need one.
how do you CD the plugin directory ubuntu 14.04? do i need to take files out of
the folder?
Sorry, I don't understand your question. Anyway, wavelet-decompose
should be part of gimp-plugin-registry package in Ubuntu. Just
install this package and see if it helps.
