I hate to be "that guy" but this will most likely never change. I don't want to say I hate that feature but
it did cause quite the inconvenience for me when it first came out. Over time, I got used to it and now, it's
second nature for me to click Export instead of Save when I need to export an image to PNG/TIFF/JPG/GIF
rather than save it to an XCF. It makes sense when you think about it.

In the nearly 10 years of using the gimp I can't think of a single time where this would be useful. I've
never had a problem differentiating between xcf and other formats. That use case is covered quite nicely by
"save a copy".
