Do you mean you want for example an e-acute é in which the e is in a
different colour from the acute accent? If so, use two text layers, the
top one in the colour for the base letter, and only having the base
letter, the lower layer having the full é in the accent colour.

Or do you mean colour accent as in highlight colour, e.g. in decorating?
Use the colour chooser...

Or colours that talk as if they came from Scotland? :-)

Or something else?
