Don't run the file - put it in
C:\Program Files\GIMP 2\lib\gimp\2.0\plug-ins 

Just to expand. Make sure these from the zip are in the plugins folder. Including that _gmic sub folder.

_gmic/curl.exe
gmic_gimp.exe
libfftw3-3.dll
libgcc_s_sjlj-1.dll
libpng15-15.dll
libstdc++-6.dll
pthreadGC2.dll

Then as before you do not run it, G'mic filters should be right at the bottom of the filters menu and will 
be 'greyed out' until an image is open. Should work, otherwise ask G'mic

I put the files in the C:\Program Files\GIMP 2\lib\gimp\2.0\plug-ins folder.  Putting them in the 
.gimp-2.8\plug-ins folder in the Users directory doesn't work.

What's the difference between the two folders? When should I use one over the other?
