Searching the web, I think you can just edit the `gtkrc` file in 
%APPDATA%/GIMP/2.10/.
At the bottom of the file, add the lines:

style "user-font"
{
  font_name="Terminus 12"
}
widget_class "*" style "user-font"

Of course, replace "Terminus 12" by the name of the font which you wish 
to use. I just copy-pasted an example from the web.
