Hi 세벌!

We were discussing this on IRC right now with Alexandre. The preferences 
page is not present on Windows because debugging only works when 
crashing. So the feature is there, but there is nothing to configure so 
we don't show the preferences page.

This is a limitation of the current implementation of the debug for 
Windows. We are thinking of improving it but not sure if it will happen 
just now or in a few months or…
