[Gimp-developer] Missing command

Hello,

A few hours ago I installed the latest iteration of Gimp for Windows on my
roomie's computer.

When we tried to put text on a layer over a .gif image we found that there
was no Interleave command in the Layers list.  Is this an omission or has
this action been replaced by another?
