[Gimp-developer] Build plug-ins for Windows

Hello

After a research about build plugins for Windows. I find some topics but in
actual version of GIMP nothing work some pages with solve not exist for
example in website

or the i cant download tools to build a plugin or people who try do it in
actual version say "this not work".
Someone can say me how do it?
I want build a plugin for windows under windows or linux and want have
working .exe
I write my plugin in c and use ubuntu.
