As already replied on IRC, GIMP doesn't ship tags for palettes by
default, which is why you get nothing in the filter drop-down list.

Once you select and tag some palettes, the filter drop-down list
starts displaying tags that you added.

Perhaps it would make sense rendering non-selectable text like "No
tags available" in that list for cases like this one.
