No, and won't be.

The absolute minimum requirement is for the App Store to allow GPL
software be uploaded which is (in)famously impossible right now.

If ever this is solved by Apple, the next step would be for someone to
actually create a kind of GIMP for iPad. As far as I can tell, noone
in the team is interested right now.
