Not sure this question is gimp-devel related.
Anyway, the OP author may be interested in reading these 2 pages:

Then all you have to do is put an image tag inside an anchor tag
to achieve what you want (assuming I understood your requirements).
But again this has nothing to do with gimp,
except maybe creating your initial image. Good luck.
