sounds like you either chose the wrong tool or the wrong object to move.
I checked it with 2.6.12 and 2.8. Both work fine.
First: pressing big M (in the English version) will start the Measure 
tool, which is different from the move tool. To use the move tool, press 
m without the shift key.
Second: in the move tool check which of three little imagebuttons behind 
the word 'move' is toggled. To move the latest pasted image (which is in 
a floating selection layer), the button 'layer' has to be toggled and 
the floating selection layer must be the active layer.
