I found a tiny error on wiki 1st page:

the URI is wrong, it will never work, see:

http://ftp.ics.uci.edu/pub/ietf/uri/draft-mirashi-url-irc-01.txt

An irc URL takes the form:

       irc:[ //[ <host>[:<port>] ]/[<target>] [,needpass] ]

So it should be:

irc://irc.gimp.org/#gimp)
