you might use MXE to cross-compile Gedit for Windows from within Linux:
You might even use a ready Docker image, and so create an automated CI/CD pipeline in GitLab to create a Windows version on each release.

Is the 4-year-old version 3.2 from
https://download.gnome.org/binaries/win64/gedit/ really the latest
available binary or are there other "secret" sources?
Apart from that it says on the wiki page "...latest source releases
should work. If you can help with building binaries of newer releases...
get in touch". I have limited experience building gtk apps on Windows,
so in principle I could give it a try - just don't expect too much, it's
very likely that I will get stuck somewhere along the way.
