Something like the commander plugin? The commander plugin load py files from a folder to add new command. The bad thing is distribute these .py files and an easy installation. Perhaps adding some "register provider" to quick open plugin to register the providers programmatically too.

and then you just create your providers as plugins for the quick open plugin?
