If by 'quote' you mean 'indentation', you can do this in gedit using
'<tab>' when you select some text (or '<shift><tab>' to unindent).
i just saw a nice feature in a mac os text editor called wrangler.
in wrangler you can select a text block an in / decrease quote levels.
