That is the "right" [1] file, but shortcut editing should be enabled at
the gtk/gnome level by using the appearance control center applet. Once
it is enabled, the proper way to edit shortcuts is to place the mouse
over the menu item and press the new key combination.

[1] The file is not actually correct, it should be
~/.gnome2/accels/gedit, but we had a bug. Should be fixed in newer
versions.
