We used to have a different ChangeLog for every sub-directory of the
root directory (gedit, plugins, help, po)
We killed gedit/ChangeLog and plugin/ChangeLog in 2.14.
May be we should also kill help/ChangeLog.
The only one we should not remove is po/ChangeLog.
