Do you mean increasing the font of the toolbar itself? Or having a
toolbutton to increase/decrease the font of the textview?
The first can be controlled gnome-wide from the gnome-control-center
fonts applet, the latter is not possible out of the box, but
implementing a plugin to do that should be pretty easy
