We don't have such a skeleton, but I think you can use as a starting
point the configure.in/Makefile.am of the gedit-plugins module in gnome
CVS.
It is a bit out of date but I think it should work (even if probably
most plugins does not compile anymore).
If you end to successfully write such skeleton, it will be very
appreciated if you can contribute it to the project.
