Hi Martin,

	this is a longstanding GtkTextView problem as you can see in the
following bugreport http://bugzilla.gnome.org/show_bug.cgi?id=92387.
The code in gtktextview may be a bit intimidating, but it would be great
if someone could look at it, find the parameters which control the
scrolling speed and tweak them until a better default is found. Hint
hint :)
