I like the submenu approach more, but probably we will have to ask the
usability guys.

I think, it should be a submenu of the Edit menu. What do you think?

Try to download gedit 2.1.2 and give a look at the spell plugin (spell.c
file). You will find an example there (in the current version I have
removed the submenu).
