Folks is a software library that is built in to Geary, so it's not 
possible to run Geary without it, no.

However I think what you might be asking is whether Geary should run 
when Folks is not able connect to an address book provider like 
Evolution Data Server? If so, it should be able to yes, but then you 
won't have any address-book functionality in Geary.
