By default the controls setting of the default Linux Mint theme is set to Mint-X. 

I've changed that to Adwaita and it fixed the issue.

I'm not sure if the Mint-X theme is older or not, but that seems to cause the problem I was reporting.

What GTK theme are you using?  Do you have the same problem with other themes?  We've seen similar problems using older themes with new versions of GTK; see  https://bugzilla.gnome.org/show_bug.cgi?id=713954
