Which feature precisely?

The ability to log in as Alice on tty2 and as Bob on tty3, and swap
between them via System menu -> Switch User or Ctrl+Alt+{F2,F3} without
either of them logging out, has traditionally been called
"fast user switching".

The fact that gdm continues to run on tty1 doesn't have a name (I don't
think).

This is not multi-seat. Multi-seat is where you have the ordinary
Linux console with tty1, tty2 etc. (seat0), and in parallel, one or
more secondary clusters of display device, keyboard and mouse that are
physically located on a separate desk (seat1, ...), such that Alice can
use seat0 *at the same time* that Bob is using seat1.

This is typically implemented by plugging in a USB device that provides
an extra graphics adapter and a USB hub. Plugable Displaylink devices used
to be popular for this. When used in a multi-seat configuration, gdm
puts one login screen on tty1 of seat0, and a separate login screen on
each of the other seats (Linux virtual consoles only apply to seat0).
