GDM didn't gain the ability to do that until gnome 3.10 :

And it actually had a critical bug in that prevented the feature from
working until last month:

So you won't be able to do what you want to do via GDM without
updating. Another option,
might be to configure the local X server (via xorg.conf) to use the
"dummy" video driver.
This way, when the X server is started it won't actually take control
of your hardware.
