Should be possible. If it's not then a bug may have slipped in. Can
you file it in bugzilla?
I was about to open a bug when I noticed one already opened about 3
weeks ago, with no response yet. So I just updated it with some
additional info:

I just found a problem with the script that I was using to set this, if
/apps/gdm/simple-greeter/banner_message_enable was actually unset
instead of set to false, my script failed to set it to true. So it does
actually still work in gdm 3.0.4, sorry about that.
Now I am having a problem because the greeter window size seems to be
much smaller than it was in previous versions. The banner message I am
inserting is somewhat long, and now it completely fills up the entire
greeter window (the banner is even truncated) leaving no room for the
login name field or user list. Is there a way to make it larger?
Shouldn't it at least show the user list or username entry, even if it
has to truncate the banner, although I think it would be better to make
the window large enough to contain both the banner text and login entry
or user list.
