With my distro hat, I can assure you there are folks out there who use
GDM without GNOME installed (thinks LXDE, XFCE, etc.. and sometime, even
KDE) and remove any kind of configuration GUI is not really nice for
them.

I don't think GDM should follow this hard integration path.
