Or just telnet to that machine as a root and kill all gdm-binary processes
and kill X11 server process too.
Then, setenv LANG es_MX (LC_ALL=es_MX) at the command prompt directly
and run /usr/bin/gdm-binary at that prompt.
gdmlogin should come up under es_MX locale....
