Take a look above: I am talking about "getting to the button", not how
to close the window. Even though the button IS for closing the window
this is something completely different. Any interactive item available
should be reachable (somehow).
Or just put more items in one tab and the config items and you won't
have a chance to get to them (not even with escape). Surely you can use
the tab key, but what's the point of switching with the tab key if you
can't even READ where you are tabbing to???

I don't like the idea of putting this to the developers. Maybe I have
seen too many badly written dialogs where the author didn't think about
it because he has been used to a much higher resolution as most other users.
Even a better example may be all the nice IE-only websites out there.
The authors will probably tell you that linux is quiet "a rarity these
days" etc. And they normally don't care about (X)HMTL etc. because they
just take a look at their computer setup (pretty much like the higher
resolution in the config window).
It is always better to have some kind of "foolproof backup".
Especially as you won't be seeing any scrollbar if not really needed!

Again, this depends on the length of the tabs' labels, too. And if
someone is using a 24"-Widescreen-TFT he probably won't have a feeling
for a standard 800*600 (or even 1024*768) window.
On the other hand horizontal scrollbars may be the wrong choice anyway
as most programs (like e.g. firefox) use these little arrows next to the
tabs.
Anyway: there definitively should be something to "scroll" in case
things go wrong.
