gconf_engine_get_for_address behavior

Hi,

When I pass a configuration source name that is not listed in
the config source path file to gconf_engine_get_for_address,
this still succeeds. However, gconf_engine_get_local fails for
the same. 

Shouldn't the behavior of gconf_engine_get_for_address be
the same for this. Would be glad if someone can clarify this.
