question

hi everybody,

i am a newbie to gconf and have a question

i have a standard installation of redhat 9.0
the directory for systemwide settings
/etc/gconf/gconf.xml.mandatory is empty

is that normal and if not how do i get the expected contents in that directory 
or where can i set systemwide settings
