evolution / mono dependency

By default evolution-2.3.3.1 attempts to build its mono plugin, even if
mono is not yet installed.[bug filed: #308063]

"In theory" this dependency can be removed:

	CONFIGURE_ARGS += --enable-mono=no

I didn't test this out, but instead went off and built mono.  I don't
[yet] know what this plugin does, but I figured I might need it later.
