What kind of issues?  I see that intltool 0.31 tarball seems to be
broken (that happens if build environment is incorrect during "make
distcheck"), so some files are missing.  I don't see any deeper
issues, but if there are, please either submit a bug report, or
contact me privately.

The files in question are template files, and you may copy them from
any other GNU-style package.  This includes things like
"mkinstalldirs", "install-sh", "missing" etc.  They're all generic,
so no need to worry about their contents.

Can you test if the tarball at 
  http://kvota.net/~danilo/intltool-0.31.tar.bz2
works for you?

Run of md5sum on it gives:
95bc9fa0adac308edc66a96a80d54b76  intltool-0.31.tar.bz2

If this works out fine, I'll see with Kenneth to put that out as
0.31.1 instead (or 0.32 if Kenneth feels like it — that's why I didn't
bother changing version number ;).


Also, note that intltool is basically hackers' (and translators')
tool: it's not needed for building other packages (except those from
CVS), since intltool-* scripts are included in tarballs.
