When mkinstalldirs is missing, try copying it from some otherwise
valid tarball (eg. use gtk+-2.4.*/mkinstalldirs).  This is indeed a
problem with autoconf, or actually, with the build environment on the
system of whoever made the tarball.

Be sure to report this into Bugzilla, so it could get properly fixed
(but first search for similar bugs):  http://bugzilla.gnome.org/
