Have a look in the bootstrap/xft, bootstrap/xrender and bootstrap/
render subdirectories.
Edit the Makefile you will find there and loo for a line beginning with
MASTER_SITES. Modifiy this line according to the following one:
MASTER_SITES = http://pdx.freedesktop.org/~xlibs/release/
(replace ~fontcongig by ~xlibs)
