pkg-config problem with mozilla-gtkmozembed

I posted this one before but it ended up in another thread, so I resend it. Excuse me for inconvenience.
While compiling epiphany, I encountered a problem with mozilla-gtkmozembed:
checking for mozilla-gtkmozembed... Package mozilla-gtkmozembed was not found in the pkg-config search path.
Perhaps you should add the directory containing `mozilla-gtkmozembed.pc'
to the PKG_CONFIG_PATH environment variable
No package 'mozilla-gtkmozembed' found
At first I thought: 'Well not to strange: I compiled mozilla myself, maybe pkg-config does not look in /usr/local/lib/'. So I did:
export PKG_CONFIG_PATH=/usr/local/lib/pkgconfig
But this made no change.
Then I found out that, irrespective of the value of the PKG_CONFIG_PATH variable,
pkg-config --exists --print-errors mozilla-gtkmozembed
did not give any errors, so why can't garnome find this library?
I have compiled mozilla 1.4 with gtk2 support.
