I fixed it by removing the "/" after main_DESTDIR ?= in gar.conf.mk.

Read my post "Garnome 0.22.0 gar.conf.mk problem?"

Then recompile 0.22.0

The problem is that main_DESTDIR passes an extra / during compile.

So instead of -I/home/username/garnome/lib you end up with 
-I//home/username/garnome/lib
