I had this problem a long time ago - it means you don't have the tools
installed to convert the sgml to html.

You need to install the following mentione don the website:

 sp + sgml-data + docbook-xml (Docbook DTD 4.1.2) + docbook-xsl (Docbook
XSL Stylesheets)
