At first glance, this looks like you either don't have popt.h installed,
or it's installed somewhere funny. Do you have the popt RPM installed ?
Can you find a file called popt.h (probably /usr/include/popt.h) ?

I don't think this is the problem - I suspect that something will set
the PKG_CONFIG_PATH correctly, or you wouldn't be even trying to compile
libsvg.
