garchive and garnome-0.21.2

Did I screw something up or is the behavior of the garchive directory
different in garnome-0.21.2 ? 

I used to be able to do a make deep-garchive and get all of the new
files that I needed, but now it seems to download everything anyway,
whether it's in the garchive directory or not. This depresses me, since
the last thing I need is someone from IT down here asking me why the
heck I'm downloading so much stuff that has absolutely nothing to do
with my job description.
