redhat-config-packages not working under garnome

I have Red Hat 9 with garnome 0.25.1, and when I run
/usr/bin/redhat-config-packages, I get the following error:

No fonts found; this probably means that the fontconfig
library is not correctly configured. You may need to
edit the fonts.conf configuration file. More information
about fontconfig can be found in the fontconfig(3) manual
page and on http://fontconfig.org

Does anyone know what the problem is?  When I run the Red Hat version of
gnome, I can run this program without a problem.
